They've been going from neighborhood to neighborhood and taking "dibs" chairs — chairs saving parking spots for people — from saved spots.

I know some areas regard trash and waste on the curb/street to be public property and therefore free reign for anybody to collect before the garbage truck runs. I hope this applies and he gets away with this.

I approve of this logic.
If you don't want to deal with the possibility of driving around for a bit looking for a parking spot, then move somewhere that has off-street parking.

I would like to imagine in the picture this was some kind of entrepreneurial endeavor of cheap sidewalk haircuts or something and once winter hit bam! out of business.
